No joke. I was having a grand old time running through the grass raising my Arcanine.
Anyways all of a sudden I started a battle with a Staravia; I was planning on Fainting it, until I saw its Lv.
I almost cholked on the snack bar I was eating when I saw it. Anyways I caught it, just for the sake of it.
It knew all the moves a regular Lv Staravia would have.
This is just crazy. Is it harmful?

I don't really see how this is any different from Yellow version, where you can encounter wild level 8-10 Pidgeottos in Viridan Forest..

Don't worry about it, I'm pretty sure that happens with quite a few other Pokemon as well.

Krisp: I dont have Yellow.
I hope not; It took me forever to build up my team; which hasn't lost once.
Its still really awkward, i've looked in every guide book around, it doesn't say it's possible.
Oh and as a note; I found it in the lake by Twin Leaf town. [I can not Remember the name]

Well, you can get a level 3 Electrode o_0
In FR/LG, get a pikachu in viridian forest and evolve it. Trade it at Cinnabar island (I think...) for a level 3 electrode.
Several pokemon can be on lower levels then they evolve on, mainly with trainers or gym leaders.

That's pretty weird dude... keep it and do NOT level it up. It's your trophy.

I think I have encountered pokémon at a level lower than they evolve - and also the other way around... (higher than the level they evolve...)
but maybe I am just imagining it
Though never that many levels below
