You know how people often get a good screenshot of their game? Not like taking a picture with their cell phone, but an actual still of the game (like using the snipping tool on the computer).
I just want to know how to do that! Is there some device or cable you have to plug in the game or what?

I'm pretty sure the better qualitiy pictures are screencaps of games played on emulators on the computer. If that's what you're looking for, you simply hit "PrintScreen" on your keyboard, then paste (ctrl-v) it to MS Paint. Of course, to do that, you need to play a ROM of the game on an emulator.
I don't know if there are cables that connect your NDS/whatever handheld you play with to your computer, though.
