Gardevoir, you summed it ALL up.
I took a look at the old psypoke idol results, and the reason, gardevoir, that he wanted to exclude eevees was that the top 15 was completely starters, eevees, and legendaries (except for snorlax, dragonite, and ninetales).

your right, i bonded with my eevee, but i think you should weight for DP to come out.
but i think all pokemon should allow all pokemon!
