I'm tempted to go Dragon Pulse just because I don't like missing.

Well, if you're looking for a strong move with Accuracy, go with Dragon Pulse, however it has no secondary effect. If you're looking for a move with great power (plus STAB since only Dragon pokemon can only learn this), go with Draco Meteor, however it is a bit less accurate and lowers the users Sp.Atk by 2 levels.
I wouldn't know which move to pick either.
Which Pkmn is this for anyways?

Kingdra, ey? In this case, go with Dragon Pulse, as I don't think a Kingdra will land major damage with Draco Meteor, thus weakening it even more since it's Sp.Atk 'ill hit the bottom. (At least I don't think it'll land much damage from my thoughts)
And if you can't decide for other moves in it's moveset, then visit this page for
4th Gen movesets for every fully-evolved (or not evolved at all) Pkmn.

PBR stands for Poke'mon Battle Revolution.
In my experience, I use Draco Meteor more. (Then again, it IS on a Choice Specs Salamence...) Draco Meteor is for blowing holes in teams, and Dragon Pulse is for nice solid damage.

I'd prefer dragon pulse but the problem is draco meteor much better. I'd prefer dragon pulse for kingdra, but for anybody else i'd choose draco meteor.

No thanks, I'd rather not deal with a Choice Scarf, No Guard, Sheer Cold'ing Machamp, and I doubt you would like to be on the receiving end either.

Besides sheer cold makes no sense, the move would have to be fissue, which a number of pokemon are immune to and wouldn't be As haxxy, but still pretty bad.
Also while dragon pulse is a study and reliable move, Draco meteor Radically changed the metagame, and made Salamance into a special sweeper, and secured the Lati@s pokemon a pretty good uber spot.
Dragon pulse has the same type coverage, but not the oomph to abuse it.

Dragon pulse for finish off moves or halfway damage

What's the point of giving it 2 dragon moves?
Draco Meteor, like Overheat, is mainly used on a phys attacker that won't be using its special attack much (like Overheat on Blaziken). If you plan on giving Kindra a special sweeper set, use Dragon Pulse.

I have to say, the thread you posted isnt the best place to get movesets from. Its more of a guidline for new movesets. Tiger even says it was written before he tested any of them, and some five star ones like electivire ended up sucking >_> I know that the gengar I have now is considered crap (energy ball, thunderbolt, shadow ball, and ice beam, no hypnosis or destiny bond) but is an incredibe special sweeper, and can knock out tyranitars, swamperts, gastrodons, and a great many others with energy ball.
Now that Ive ripped all tiger10X's hard work hat took him maybe a month minimum to make, I think Ill post my moveset for kingdra.
Kingdra, Modest
Swift Swim @ leftovers/damp rock
Dragon pulse
Ice beam
Surf
Rain dance
I know what your thinking, nobel prize, but Im not done yet, prepare for a second crappy moveset that cant even begin to compare to tiger10X's
Kingdra, modest
Sniper @ scope lens
Dragon pulse
Ice beam
Surf
Draco meteor
This thing is freaking powerful, if draco meteor gets a critical hit, it can take out anything short of a focus item. or endure. or wonder gaurd. meh, you get the idea. It uses both, no need to make a choice.
Use the set that matches your ability. the first set works best with a pokemon that has rain dance or water absorb or both. I use a bronzong with rain dance and explosion in conjunction with dusclops, then switch in lapras for dusclops and send out kingdra for my fainted bronzong.
Now that Ive bored you to death, I think ill sing... no Im not that cruel, you may now argue.
