Here's the team that took me through the Level 5 tournament in PBR. It worked very well, but it's still incomplete because I'd like to round out the moves, natures, EVs, and eventually make a fully evolved pair.
------------
Magenmite @ Berry that reduces ground attack
Haven't decided on nature (right now its Docile)
Sturdy
-Rain Dance
-Thunder
-Metal Sound
-Reflect
-----------------
Reflect weakens fighting and ground attacks on Magnemite as well as flying and bug attacks on Lotad. Rain Dance raises magnemite's fire resistance and makes Thunder 100% accurate. Metal Sound weakens grass or electrics so that Thunder will destroy them.
--------------------
Lotad @ Leftovers
Haven't decided on nature (right now its Modest)
Rain Dish
-Leech Seed
-Water Pulse
-Attract
-Solarbeam
----------------
I think I'll pick Razor Leaf instead of Solarbeam because it'll always be raining, plus it hits both enemies. Water Pulse may confuse and that coupled with Attract gives the enemy only a 25% chance of attacking. Leech Seed + Rain Dish + Leftovers = Long Lasting Lotad

It seems to be a good idea at this time, but let me know if I forgot something here.

*EDIT*
So I guess things are good then, considering nobody wrote back to me?

Good but why dose Lotad solorbeam?
Switching it for another move would be great since it would take longer and the razor leaf is more efficient then a solorbeam.

doing a 55dmg attack for 3 turns(165) comparing with a solorbeam would make it later at the same time but would only do 120.
I wasn't including the critic hit ratio on razor leaf.
Razor leaf hits two pokemon.

Reflect only weakens 1/2 damage from attacks that are Physical , imagine a special attack and also watch out for brick break.

Be very cautious when fighting a pokemon that knows brick break and also special attack move sets beacuse reflect wouldn't help you there.

It looks like Magenmite is the support pokemon while Lotad is the annoying pokemon.

Solarbeam is an Egg Move, so that's why Lotad has it. I will definately teach it Razor Leaf, I just have to level it up.

What about natures and EVs? Are these fine, or could they be better?

Your Lotad looks like a drainer/annoyer from the attract and leech seed
Stopping pokemon from attracks(some times) from attract and draining HP from the leech seed.
Heres a guide made by sNOwBaLL that would help figure some things out.
http://www.psypokes.com/dex/roles.php

They could do better.
Lotad is like the drainer from the link(ludicolo) and would need a bold nature with 242 HP 129 SD 129 DEF
Giga drain Vs. razor leaf is another thing.

Razor leaf
dmg is 55(around ~77 from stab)
hit critic ratio is high
hits 2 pokemon

Giga drain
dmg is 60(90 from STAB)
drains half the damage you did on a pokemon and heals the same amount
hits one pokemon

For Magenmite(assuming that you want it to be like a support/sweeper)
Modest nature
242 speed 242 Sp atk 6 hp
Sturdy
-Rain Dance
-Thunder
-Metal Sound
-Reflect

the attacks look fairly balanced

Very cool. Thanks.

Does Giga Drain really restore as much HP as it does damage? I've never seen that happen.

I thought Mag. was in pretty good shape. I don't know why, but I was thinking about a nature that lowered Atk and reaised Def but Modest is probably a better idea.

Thanks!

Here's an example of Giga drain.
Lets say...
your Lotad KO a onix with Hit points of 70 from Giga drain
Your lotad would restore half the damage delt which is 35HP from it.

Docile nature(that your magenmite has) dosn't affect Sp. Atk
It dosn't have any positives or negatives.
http://www.psypokes.com/lab/natures.php

shows the natures thanks to Achilles.

Your welcome :D

I wouldn't use Giga Drain since the pp is so low and it hasn't ever been benifecial to me. I'd say stick with razor leaf unless the battle is only 2 on 2. that way, pp isn't such a big issue.

I would use magical leaf if you can get it. PP + Power + unavoidibility = awesome.

True that. I need more attacks that always hit like that.

you should know, in P/D giga drain has 10pp, making it possible to use in a long fight.

If you have acess to it and want to do even more damage, you could try energy ball instead of magical leaf, which would help both lotad and magnemite with the sp def drop.

Lotad? Lotad? LOTAD???

Oic, then you are gonna pair it with a Slugma, and get a Magnemite and a Pichu to support it.
