Secret Power says it causes paralysis on neutral ground. For competitive battling isn't this better than T-wave as it does damage AND can paralyse ground pokemon?

no because t-wave is 100% paralizys except on pokemon that cant be paralyzed foe whatever reason by this attack,and secret power has a 30% effect rate,maybe on a serene grace pokemon like togekiss but togekiss has bodyslam and t-wave maybe on a serene grace bliss but it also gets t-wave,no matter how you look at it t-wave is the best paralysys inducing move well maybe glare too.
