is hydro pump 100% accurate in the rain?

what is a good starmie set?

if i have psychic, surf, thunderbolt, and ice beam should i get rid of psychic for rapid spin?

In the following order:

No, its accuracy is still 80.

No, you should not get rid of Psychic for Rapid Spin. Either keep it or go for Recover. Boltbeam is a very powerful thing.

Starmie is considered one of the best Rapid Spinners, so yes keep it if you need a spinner.

If he got rid of Psychic for Rapid Spin, he'd still have BoltBeam...and IIRC, the Starmie spinner set has Surf/Bolt/Beam/Rapid Spin...

sorry to be meticulous but recover only has 10 pp in d/p. I still agree that recover should be put on the starmie, though.

Starmie, as a typical sweeper, doesn't have the best defenses and can't withstand to many hits. Chances are you'll be taking at least 1/2 damage from any attack you get (except Bliss Seismic Toss, but you can't get past Bliss anyway without a stat boosting move). Therefore, Recover is probably not the best choice for a Starmie, although some people do use it. If you choose to use it, then PP Up Recover to 16 PP.

true. it might be a usefull move though if you elect to keep confuse ray on starmie. then you can gamble a bit and use it while the target is confused. but i guess that would be straying from the whole point of starmie being a sweeper. point taken
