I think it's Zapdos. 90 in Sp.Def, Def, and HP, so it can survive for a Rain Dance, and then it has 125 Sp.Atk so it's sure to do some damage. Not to mention 100 Spd.
EDIT: Sorry, 85 in Defense, not 90.

Zapdos cant be taken down easily so Sash is a waste and you have a Jolly one, sorry to say this but Jolly Increases speed and reduces Special Attack.

I'm not sure about the single battle for the best thunderdancer, but in a double battle life is just easy. Any thunderdancer with a Togekiss pwns. Mr. Thunderdancer uses Rain Dance, Togekiss uses Follow Me, Togekiss should survive the first hit with its fantastic Sp. Defense, then survives the second using Focus Sash. By then The thunderdancer, holding a Damp Rock/Zap Plate/Magnet would have its rain ready. Togekiss attacks using Metronome, Thunderdancer attacks using Thunder. It should work.

First, you said Togekiss will survive the second hit with Focus Sash. That is incorrect because Focus Sash only works when you have full HP, otherwise it's useless, so unless the opponents both used stat-upping moves then there's no point using Focus Sash. Second, you said Togekiss would survive with it's great Sp.Def, but what if the opponent uses a physical move, like Stone Edge? And think about Electivire/Gyarados, together they would annihilate Togekiss, just Stone Edge and ThunderPunch. This combo would work better in Single battle, w/out Follow Me, of course.

Hasty will lower your defense, making you vulnerable to a Stone Edge (or in RSE, Rock Slide). It also means Weavile can own you. You want a TIMID, since you're not going to stick on a physical move to Zapdos.

I vote for Kyogre cos it has a "free Rain Dance" and it has an Awesome Sp. Atk.

If that's the case I think Zapdos or Raikou could fit in there...or though I strongly Advise against using up a Turn to Rain Dance cos your Pokemon may just get crushed the Turn after...or the opponent justs has to switch out a Ground type and you would be like...oh Man...I wasted a turn to Rain Dance for NOTHING.

Yeah, but what if you'r thunderdancer had a water move aswell, so a ground type would be useless... This screams Kyogre... shame it is a legendary...
I would say . Good enough defences to last the turn raindancing, and high special attack to deal damage with thunder.
