Err... I dunno if I want to go defensive or offensive with Lucario, or which would work best for that matter, so I was thinking two different ways that probably both suck pretty hard. So please be brutal when you tear these sets apart and offer better ideas if you have them. Thanks.

OFFENSIVE SET ( i think its the best idea)
Lucario + Life Orb
Modest - Steadfast
252 SpAtk 252 Spd 6 HP
Aura Sphere
Water Pulse
Dragon Pulse
Psychic
DEFENSIVE SET (still playing around with it)
Lucario + Leftovers
Bold / Calm - Inner Focus
252 HP 129 Def 129 SpDef
Toxic
Detect
Iron Defense
Roar

U can also go with the Endure + Reversal combo as it need not fear Sandstorms. just give it a Salac berry, teach Shadow Claw and Swords dance for the remaing moves, maxed it's Attack and Speed and you have a killing machine that fears only 1 thing: Moves that strike 1st no matter the circumstances.

Water Pulse is not a good move on Lucario.
The best special set to use is:
Lucario @ Choice Specs/Life Orb
Modest - Steadfast
252 SpAtk, 252 Spd, 6 HP
~ Aura Sphere
~ Dark Pulse
~ HP Ice/Dragon Pulse
~ Vacuum Wave/Psychic
Pretty standard Lucario. Aura Sphere for STAB and Dark Pulse for coverage. HP ice is better since you cover more types, but if you can't get it, Dragon Pulse is ok too. The last move is up to preference. Vacuum Wave for a priority attack (i think it OHKOs weavile) or Psychic for more type coverage. Choice Specs is the most common item, but you can put Life Orb if you want to change moves.
I guess you can try sending it in against an air slash (togekiss, special charizard etc.) to grab a Speed boost from flinching, but you shouldn't hope much...
Now a physical set would be:
Lucario @ Choice Band/Life Orb
Adamant - Steadfast
252 Atk, 252 Spd, 6 HP
~ Close Combat
~ Bullet Punch
~ Earthquake
~ Crunch/Blaze Kick/Swords Dance
Again, pretty standard Lucario. Close Combat and Bullet Punch for STAB + Bullet Punch is a priority move. Earthquake for coverage. If you are going with Choice Band, just choose a move between Crunch and Blaze Kick for the last slot; if you are going with Life Orb, you can choose any of those listed...
Lucario may have many resistances but it is very frail. So, IMO it doesn't make a good wall... However, you can use it if you want. But i have no idea what its moves should be

Are you sure? Water attacks do solid damage against a lot of types. Plus it covers ground and fire, which Lucario is weak to.

UnSTABed attack with 60 base damage isn't that great. Granted people use Aerial Ace and the elemental fangs here and there, but those are mainly to hit 4x weaknesses.
Not to mention that Lucario has far better options for special attacks.
Keep in mind that just because you can cover a weakness doesn't always mean that you should, especially if it means crippling the Pokemon's strengths.

heh it doesnt work like that with him...when a pokemon switches in on a flinching move, they dont flinch...i tried it others tried it before....when they thought they can switch in their lucario/gallade on an aimbipom that did fake out...they didnt flinch they just took damage...
At any rate...just to throw somethin out there because no one else mentioned the Mixed Lucario
