Here is the frosslass that I used for my team. Sadly, Frosslass doesn't have the defensive stats to hold her own in OU, but still has a really great typing and speed.
Frosslass #1- Life orb, focus sash if you want to focus on Destiny Bond.
Timid- 252 speed, 252 sp att, 6 hp
Ice Beam
Shadow Ball
Destiny Bond
Thunderbolt/ Or hidden power of some sort.

Or you could try this
Choice Specs Either Timid or Modest Nature
with 252 speed 252 special attack and invest the other ev's in stat of your choice
Ice Beam
T-bolt
Shadow Ball
Hidden Power [ground]

Froslass is awesome on a team with Obamasnow(hope you catch that). You can abuse the common Boltbeam coverage and use Blizzard/Thunderbolt. After your Abomasnow lead sets up Hail on the spot, switch to Frosslass, who will have a +20% evasion thanks to the Hail. Blizzard gets 100% accuracy and the ability to hit through protect. Of course a STAB Blizzard will always hurt. A good thing to keep in mind is her Immunity to the common type in OU, fighting. So to be of use in the OU tier, abusing snowcloak and her movepool is her best bet.

an amazing moveset for frolass appears to be:
Shadow Ball
Thunder Wave
Confuse Ray
Substitute
i saw a battle where this combo made for an invincible wall of evil ghostness
the opponent simpyl could not get past this froslass even after being switched a couple times. its annoying, but it reallt gets its kicks from just jacking around with normal type pokemon.

I second this. It makes a decent annoyer even though it's defences are lack-luster.
Maybe leftovers for an item but I wouldn't know a good EV spread for this...

Blizzard
You can keep your opponet from hitting you with snow cloak and double team, and blizzard will never miss in hail. Shell Bell to restore HP.

Frosslass is too frail to even try and use it's Shell Bell, especially since you EV'd it in SpA & Spd. Life orb would be much more effective for Frosslass

Use an icy rock to prolong Hail or leftovers if you want HP recovery. Life orb with no option for recovery kinda destroys the stall aspect of Cactuar's set.

This set isn't recommended. Froslass is a little like a sp. attacking weaville. It's got great speed, but it can't take a hit from a good sweeper. If she isn't killed upon hailing, then she will die during his double teams, which are also banned via the evasion clause. Timid nature is also recommended, as speed is it's best friend. If you want to go with an evade-based Froslass, try to use substitute as the opponent will eventually miss it, allowing you a free attack with the sub up.

This Froslass, with some help, would make a decent sweeper, but it's lacking a few things. Timid nature is necessary, as speed is all that lassy has going for it, which I said earlier in this post. I'm probably just going to copy the ms that I posted earlier, but wise glasses/life orb/choice specs would do a lot more damage in the long run then lefties. Frosslass is too frail to effectivly use leftovers.
