I'd go with Staraptor, since it has a nice attack, and its attacks have a good amount of power. It would sort of depend on the rest of your team.

Well, why do you need a flying type and what do you want it to do exactly?
I'd go with honchkrow, it has a 130 base atk, STAB 80BP priority move, 120 BP fighting move and a good variety of other moves to use both physical and special. defensively he's a bit weak unless you pump a lot into HP (but at max you can make 101 subs) and it's speed is lacking but a choice scarf or T-wave can help with that.
Plus he's cool looking

Noctowl is definately my favorite. It's a great wall, pretty much a UU blissey that can induce and resist sleep.
Or to put it in "cool" terms----I think pokemon is a pretty cool guy, eh is a great wall and doesn't afraid of anything.

I gotta go with Staraptor, great attack stat, and decent speed a very good choice bander and one of my favorite pokemon.

Honchkrow aside from what's been previously said it is really good at covering weaknesses (even electric) or so Ive found

Honchkrow all the way. Gang leader, no switch-in sleep, nice atk and sp atk. I just hate its speed n defenses.

I voted Xatu because i love it, but Honchkrow or Skarm are prolly the best two here. Skarm has its defence, resistance, and spikes, while Honchkrow has the ability to hit things really hard...

We can't really tell the 'best' Flying type unless we know your team, your strategy (more of wall person or sweeper) and what it will be used for (in game, wi-fi, Shoddy, PBR)

I've used Staraptor, when I played the story mode. It's a great in-game pokemon with a decent movepool, and it has the intimidate ability. I really like Skarmory though. It has great base stats and typing, and it knows a good variety of support moves. A very sturdy Pokemon indeed.
I haven't used any of those Pokemon competitively, so I can't say from personal experience which one is "the best". Really, it depends on what you plan to use it for (in-game/competitive, offense/defense).
If I had to choose though, these two are my candidates:

The thing with Honchkrow is that it has a horrible speed and not enough defense to support that. I suppose you could scarf Honchrow and go for it, but personally I think Staraptor is a better option. With a scarf, it has Brave Bird and Close Combat. Brave Bird + STAB = 180 BP, which makes it quite deadly.
If I had my own choice of flying types, I'd go for Gliscor. Heracross saw a huge rise in DP, but all it can do is pitifully Stone Edge at Gliscor, giving it a chance to knock sod all. Physical Infernape can put serious blows into Skarmory, leading physical wall as of yet, but Gliscor fixes that. You could also SD and Baton-Pass.

I voted Fearow, because Spearow is my favorite flying type pokemon. I think he's also better then Pidgeot (only my opinion, this isn't based on fact, just personal preference in design, Spearow being hawk-like and all. When I ev train and find a movelist for it, I will nickname him Red-tail).
Staraptor is probably your best bet if you want to wifi battle, and use something different then Skarmory. Flying types tend to have frail defenses so if you use close combat wisely, (when you know it will be a supereffective hit or a KO blow). I like honchkrow too becasue of his types.

What's the rest of your team?
Altaria
Is Dragon/Fly so it's pretty mush is wiped out by Ice Beam...
Staraptor
is my pick it has decent Atk/Spd.
Brave Bird, Close Combat...Pretty much my set of moves.

Skarmory is definitely one of the best physical walls there are.
140 base defense, and weaknesses to electric and fire (both usually SPECIAL attacks)
I remember back in the days SkarmBliss was really popular.
Staraptor catches my eye though. Even though its special defense is non-existent (50 base SpD, probably can't handle anything in the OU environment), a Staraptor with Brave Bird, Close Combat, and even Return (STABed 103 I think, which is like, 154-155 damage). Paired with that base 120 Attack stat, it can do massive damage. It's definitely the best of the "beginner trainer birds" (Pidgeot, Noctowl, Swellow....).

i would have to say either Skarmory or Staraptor
skarmory becuaes it is part steel and really works eveyone's lats nerve
staraptor becuaes it is the only bird who can learn a flipping fighting move that is actually worht it. And it knows how to push its attack around.

I would say Altaria. Nice defense (due to its Dragon-ness), okay other stats. Just basically hard to beat (I have great trouble battling it).

Give it Earthquake and your set. =)
Which is nice because you can kill electric types.

Skarmory is a great spikes layer, but I'd have to say Xatu. And a moveset for ya:
Xatu (F) @ Choice Band
Ability: Synchronize
EVs: 6 HP/252 Spd/252 SAtk
Modest nature (+SAtk, -Atk)
- Psychic
- Calm Mind
- Roost
- Trick
Trick, Calm Mind, Calm Mind/Roost, Calm Mind/Roost, Calm Mind/Roost, Calm Mind/Roost, Calm Mind/Roost/Psychic, Calm Mind/Roost/Psychic, Roost/Psychic, Roost/Psychic, Roost/Psychic, ect.
Honchkrow is good too, for the record.

Have you all forget about Togekiss? A ParaFlinch set really destroys some opposition. It's Attack isn't worth anything, but it can definitely take a few hits and still do some damage.

Altaria or Fearow, in my opinion. ALtaria is Dragon-type, and Fearow is like the non-legendary form of the the legendary birds in Kanto, since it looks similar and knows some of the same moves.
