I was looking to make a substitution on on team and was wondering if wobuffet is strong enougth for the spot.

Unless you play in Ubers then yes. Of course it is dependent on what is on your team. If you don't go with Cresselia.

The list is mostly consisted of lengendaries, but there are a few normal Pokemon like Wobbuffet that are banned. So, what he means, is that you won't be able to use Wobbuffet in WiFi play against other metagame players unless you play without normal rules.
