I resenctly restarted my LG and now that I've completed the game there are a few move tutors that I can't get elsewhere I was wondering what are the best pokemon to use them on.

The special ones are

Body Slam
Mega Punch
Mega Kick
Mimic
Metronome
Counter
Softboiled
Seismic Toss

You should wait until you have EV trained pokemon that you want on your team - so that the recipient pokemon will get the most use out of it.

Yes I know that but I was wondering which pokemon I should Teach it to, then migrate it to platnium. I can get almost any pokemon

For Example Only a few pokes can learn softboiled
Chansey -which is out of the question cause it learns it naturally
Mew- Which I don't Have

Clefariy or Togetic?

I would not choose Togetic, most Togekiss run Roost iirc. Imo, just look at the standard movesets on Smogon University and teach it to pokemon that usually use it...(Softboiled is not suggested on Togekiss at all).

Clefairy is about the only good choice. Mew and Togekiss both learn roost and blissey learns by level-up.

Be warned with Clefairy you have a 50% chance of it's ability not changing. Magic guard is many times superior than Cute charm and is what makes Clefable viable in competitive play.

Seismic toss goes best on Blissey, Counter was good for snorlax, but now learns it in HGSS.
