I have always thought about this:

Attract - To obviously irritate the hell out of someone by causing a 50% chance miss rate.
Sweet charm/confuse ray- To increase the chance of missing the attack by more...
Flash - To increase the chance of missing the attack even more...
and a physical or special attack to hit with.

Is it worth it?

Switch Confuse Ray/Sweet Charm with Thunder Wave. The speed reduction is a much better trade-off than occasionally hitting oneself in Confusion. Don't use Flash if it's in competitve battle because it won't be allowed; use Crunch or another move that can cause flinching. Para-flinch combined with Attract would probably be one of the most lethal combos in the game if you set it up right.

Now just try to find a Pokemon who can do all of this.

If making such a pokemon was possible (smeargle seems to be one way, but im sure there is another pokemon out there), it would be a team based entirely off luck. It would be a pokemon I would only use for fun.

I do suggest trying out Togekiss if you want to annoy the opponent. Togekisses ability will increase the percent chance of its air slash causing a flinch. Pair that with whatever status move you want (preferably T-wave) and you got one annoying pokemon.

Crunch has a 20% def drop, not flinch

Also Flash is sometimes allowed in evasion clause, as all drops are negated by switching.

Honchcrow (female typically works better than male for attract)
T-wave
Confuse ray
Dark pulse
Attract

Also you can throw swagger on Togekiss for a similar effect.
T-wave/Body slam
Swagger
Air slash
Attract/Heal bell (as status really ruins this set)
