{electabuzz}

~Pros
+ High Speed and SA, decent Special Defense and Attack
+ Solid movepool
+ Static trait
+ Can "BoltBeam"...sorta

~Cons
- Awful Defense, low HP
- Difficult to switch in

~Stats
Stat: Base / Max / Max +Personality

HP: 65 / 334 / n/a
Attack: 83 / 265 / 291
Defense: 57 / 213 / 234
Speed: 105 / 309 / 339
SpAtk: 95 / 289 / 317
SpDef: 85 / 269 / 295

~Summary

Electabuzz is a versatile offensive Pokemon with a good movepool. It counters SkarmBliss, and it is fairly hard to predict what you will see from Electabuzz. It can provide support, but its strength is in its offensive capabilities. I like Electabuzz to lead off. Though 'Buzz is UU, it can be used successfully in standard play.

~Sets

All Out Dual Attacker
Electabuzz @ Salac/Petaya/Liechi/Lum Berry/Scope Lens
Trait: Static
EVs: 132 Atk / 112 Spd / 224 SAtk / 40 SDef or 72 Atk / 216 Spd / 220 SAtk
Hasty Nature (+Spd, -Def)
- Cross Chop / Focus Punch
- Hidden Power [Grass] / Substitute
- Ice Punch
- Thunderbolt

I prefer this set. Cross Chop chips away at Blissey, and slaps it hard when you get a CH. HP Grass takes care of Swampert and Quagsire on the switch, but it won't OHKO. Ice Punch and Thunderbolt give the desirable Ice/Electric attack combo. You can go with 330(216 EVs) Speed to outspeed +Spd nature 100 base Speed Pokemon or 115 base Speed pokemon with a neutral Speed nature, or 300(112 EVs) Speed to outspeed the same Pokemon who don't have a +Spd nature. Sub/Focus Punch is a possibility and he can pull it off, but I would suggest Cross Chop/HP Grass.

I don't see the point to leftovers with this set. If you have 330 Speed, go with Liechi/Petaya/Lum. If you have the 300 Speed ev set, go with Salac or Lum. If none of these suit you, Scope Lens is a possibility I guess...but I suggest a berry.

Choice Band Electabuzz
Electabuzz @ Choice Band
Trait: Static
EVs: 248 Atk / 220 Spd / 40 SAtk
Lonely Nature (+Atk, -Def) or Hasty (+Spd, -Def)
- Cross Chop
- Focus Punch / Return / Double Edge / Ice Punch
- Hidden Power [Bug]
- Thunderbolt

Cross Chop nails Dugtrio on a switch in for a KO with a Lonely nature, and blasts anything weak to it. Even Pokemon not weak to Cross Chop should take a nasty blow if you land a CH. Focus Punch is a solid for when you are predicting a switch (I know, two moves of the same type isn't usually a good idea, but it is this time), Return or Double Edge to...damage. You can go with Ice Punch if you don't like either of those I guess. I like HP Bug because it SLAMS Celebi or Exeggutor, both of which could switch into Electabuzz.

Unfortunately, his Physical movepool, other than Cross Chop and Focus Punch, is pretty limited.

Supporter Electabuzz
Electabuzz @ Leftovers/none
Trait: Static
EVs: 132 HP / 220 Spd / 36 SAtk / 120 SDef
Timid Nature (+Spd, -Atk)
- Thunder Wave
- Light Screen / Thief
- Counter / Ice Punch / Thief / Quick Attack
- Thunderbolt

One should only use Counter with Light Screen. Sometimes Thief can come through in a tight spot, and a supporter Buzz doesn't have as many options. If you don't like Counter, you can use Ice Punch or Thief (if you didn't choose it before). Quick Attack can save you from a EndRever if you don't like the other options.

If you are going with Thief, remember to go with no item, and consider putting those HP evs in to SpAtk and SpDef as you see fit.

~Counters

Faster Pokemon with CB or STAB'd EQ, Raikou, Lanturn, Shedinja(unless you have Thief lol), Dugtrio(on the first and third set), Quagsire and Swampert(on the second and third sets), Jolteon counters the first set pretty well, and Metagross can counter it.

Please mention anything I left out. Constructional criticism is not only welcome, but encouraged.

Ahhh, I  Electabuzz. It's one of the best Elec types, up there with Jolteon and Zapdos, in my opinion. It's worth noting that if you max the SpAtt, nature and all, you've got good odds of 1HKO-ing those pesky water/ground types with HP Grass, in my experience. Also, if you want pure SpSweeping, it also gets Psychic, as well as Fire Punch.

Lastly, this is one of those pokes that I keep saying lefties isn't worth on. If you don't want a Berry or Scope Lens, try Focus Band, but be aware that you will eventualy get BS for it.

Seriously, if this thing had Volt Absorb...it would be as OU as Zappy as it would be a nice counter. Jolteon gets HP Ice while this guy gets Ice Punch. That is hotness.

I'm wondering on that CB set, if "BoltBeam" would be useful. because HP:Bug and Cross Chop can dish out nice damage, Ice Punch could take care of mence and Thunderbolt of skarm...hmm. I wonder. I'll test it and get back.
