You can use a electric pokemon, like Jolteon. Thunder, when rain, gain 100% accuracy.
And, if you want, you can use another water pokemon, because rain double water move power.
Or even get a pokemon with Help Hand, which boost move power to max, use Surf with Politoed to pwn everyone, because rain double water move power, and win! :D

Hope I helped ;)

If you really want to just be annoying beyond reason, you can try Kingdra. It's got Swift Swim, so a Jolly one with maximum Speed investment will be basically impossible to outspeed without some sort of boost (even most Scarfed Pokemon cannot keep up).
Another idea is to partner Politoed with someone that has Water Absorb or similar ability; Vaporeon and Gastrodon are both excellent choices for this. That way, Politoed can use Surf with abandon, bolstering its partner in the process (Water Absorb heals 25% max HP, whereas Storm Drain, in Gastrodon's case, boosts its SpAtk 1 stage). Dry Skin, such as on Toxicroak, is also a great option (it has the same effect as Water Absorb, but has the added bonus of recover 12.5% max HP each turn in the rain - just watch out for the sun).
Or you can just use something with Thunder or Hurricane and kick your opponents to the curb. This could work both ways; if you partner Politoed with something with Lightningrod, it will protect your own side from Electric moves, barring Discharge.
Rain is an incredibly versatile weather; there are all sorts of things you can do with it.

Well, I have done my search. I guess I'll use Politoed and Kingdra. Ludicolo is out. Now I have to pick from Kabutops, Rotom, Zapdos and Gastrodon for the rest of the team.
