If the thread was four years old... Not a single thing will be acceptable with Necromancy... With very few exceptions.
With maybe two-three months, as long as it contributes to the thread and it isn't just a simple "I agree with this person" (which, isn't really accepted at all anyway) then you're okay. If you want to mention something in a thread that hasn't been touched since 2008, then you're better off just making a new thread.

I'm so tired of all of the backseat modding and fingerpointing when it comes to the word "necromancy" on this forum. If you have something valid to contribute to a topic, do it. It does NOT matter how long it's been since the last post, especially because the activity level of this forum is low enough that topics from months if not years ago are still on the first page of some subforums.

Sorry for posting again, but I had a few more questions about the rules and the forums in general: 1. Is posting multiple times in a row (like this, for example) allowed if the posts are about different topics that are still relevant to the thread? 2. Is this forum limited to pokemon art? 3. Are there any other rules I should know about?

Speaking on what I perceive, but double posting is only acceptable if you're a game host or if it's your topic in the trading, writing, or art forums, or if it's a BUMP post. However, nowadays, in Werewolf, it is expected. And no, that is more or less an art forum.
Other than that, I guess just think about how your posts affect the topic, and just use common sense.

Technically yes, but don't do two posts like that in close proximity in time to each other. If the time between the two would be short (let's say less than 8 hours), then just edit the preceding post instead. Most of the time, exercising common sense is just fine here. Besides, it's not like anyone here is a real stickler for rules and how often one may post.

Okay, one last (maybe) question. I thought of it earlier but forgot it until now. Is psypokes still hosted on gamespy or whatever it was that banned all discussion of ROMs and emulators? And is discussion on the tools used to edit ROMs also banned?

Psypoke is still hosted by Gamespy as far as I know. Consequently, yes, ROM discussion of any kind is not permissible.

We parted from IGN's hosting a couple of years ago. We still don't want any distribution of ROMs, though.
